Municipal Peer Groups Discuss Accessory Dwelling Units

Modifying each town’s Accessory Dwelling Unit bylaw is not a panacea for Cape Cod’s housing issues, but it can help.

That was the message Stefanie Coxe, a consultant for Smarter Cape Cod, a coalition of community groups, had for town officials from the Mid-Cape and the Upper Cape taking part in HAC’s latest Municipal Peer Group sessions held separately at the Cape Cod Community Media Center in Dennis in July and the Mashpee Public Library in September.

Held quarterly, the sessions are tied to HAC’s Cape Housing Institute which is intended to support municipalities in finding ways to boost the development of affordable housing that is needed on Cape Cod.

Stefanie Coxe led two of our most recent Municipal Peer Group meetings, one on the Mid-Cape in July, and another on the Upper Cape in September. 

One way to address the region’s housing needs without developing more land, Coxe said, is for towns to modify their Accessory Dwelling Unit bylaw. It is “one tool to start to ameliorate the shortage of 1- and 2-bedroom units” without adding more housing, Coxe said. “We’re talking about repurposing existing bedrooms.”

By updating these bylaws, Coxe said, towns can add more year-round rentals which are in short supply on the Cape.

While she stressed it will not solve the Cape’s rental housing shortage, it will help. “We’ve been talking about the problem for so long,” she said. “Now is the time for action.”

Cape Housing Institute Begins in October

HAC and Community Development Partnership (CDP) will kick off the second year of the Cape Housing Institute next month. The six-week workshop is intended for municipal officials throughout Cape Cod, providing them with the support, tools and resources to help boost the development of affordable housing needed in their individual communities. 

Sessions, which will begin on Wednesday, October 3 and end on Thursday, November 8, will be held in four separate sections on Cape Cod.

 HAC will organize the weekly sessions on the Mid-Cape and Upper Cape which will be held every Thursday. Those on the Mid-Cape will take place from 1-3:30 pm at the Cape Cod & Islands Association of REALTORS at 22 Mid-Tech Drive in West Yarmouth. Those on the Upper Cape will take place from 6-8:30 pm at the Mashpee Public Library at 64 Steeple Street.

Housing Institute-18This year's Cape Housing Institute features a revised curriculum as well as a slate of new and returning speakers. Among those returning are Laura Shufelt, assistant director for community assistance at Massachusetts Housing Partnership. 

CDP’s sessions will be held every Wednesday on the Outer and Lower Cape. Those on the Lower Cape will take place from 1-3:30 pm at the Harwich Cultural Center at 204 Sisson Road. Those on the Outer Cape will take place from 6-8:30 pm at the Eastham Public Library at 190 Samoset Road.

The Cape Housing Institute is free and open to elected and appointed officials throughout Cape Cod and the Islands as well as town housing and planning staff.

This year’s institute will be more interactive, allowing participants to engage in workshops so they can better understand their community’s housing needs and ways their municipality can address them.

Each class will focus on a specific topic related to housing development starting with Cape Cod housing needs and telling your town’s data story; an overview of Chapter 40B; planning and community engagement; financing; development; and fair housing and advocacy.

New this year, officials and staff in each town will convene for a post-institute wrap up to determine their community’s next plans of action.

Editorial: On To Second Year for Cape Housing Institute and Cape Housing Advocacy

It is long past time for bold new initiatives to help to increase our attainable housing stock on the Cape and Islands. “Attainable” housing means our Cape Cod workforce can afford it, and these units are in very short supply throughout our region. Ideally, everyone in our region—from nonprofits to municipalities to town meeting voters—will work together on ways to increase capacity for attainable housing in the region.

Our Cape Community Housing Partnership, a collaboration that began in 2017 with Community Development Partnership, is a three-part initiative to try to break the impasse in creating housing opportunities for all on the Cape.

The first part is the Cape Housing Institute, which debuted in the fall of 2017. During the Institute, elected and appointed municipal officials and town staff are invited to learn about the ins and outs of affordable housing, from 40Bs to accessory apartments, from financing to fair housing laws.

The idea of the training is to make municipal officials more savvy about housing so that when developers come calling with a project, town officials can negotiate with them and steer them toward projects that meet the character of the community.

We trained 140 officials during last year’s Cape Housing Institute, with HAC running the classes in the Upper and Mid-Cape and CDP running the classes in the Lower and Outer Cape.

We were most proud of the fact that 100 percent of the attendees who gave us feedback about the course said they would recommend it to their colleagues on committees. That gave us the impetus to continue the training for a second year with a revised curriculum that offers new subjects suggested by last year’s participants.

The 2018 Cape Housing Institute will take place from October 3 to November 8 with classes in the Upper, Mid, Lower and Outer Cape.

The second part of the Cape Community Housing Partnership is Cape Housing Advocacy Training, which we held for the first time last winter. We are in the planning stages for the second session this winter. The Advocacy Training, which is open to the public, is designed for people to learn about the shortage of housing and how to advocate for more housing, by attending town meetings to speak up in favor of new developments.

Between the sessions in the Lower and Outer Cape run by CDP and our sessions in the Upper and Mid-Cape, we trained 80 people through Advocacy Training last winter.

HAC Helps Municipalities Address Housing

Municipal officials from every town on Cape Cod have come together in recent months to talk about ways they are tackling housing issues in their communities.

The effort is part of the Cape Housing Institute, a collaboration between Housing Assistance Corporation (HAC) and Community Development Partnership (CDP). HAC is organizing Affordable Housing Municipal Peer Groups in the Upper and Mid-Cape while CDP is organizing the peer groups on the Lower and Outer Cape.

From 69 units of affordable apartments the Town of Yarmouth is building at the former Cavalier Motel on Route 28 to 42 rental units the Mashpee Wampanoag Tribe is building off Meetinghouse Road, participants have learned about efforts being made to address the need for more affordable housing on Cape Cod.

The peer groups meet for two-hour sessions each quarter. Elected and appointed municipal officials as well as town staff are invited to participate.

The peer groups have been formed as a way to provide additional support, tools, and resources to help expand the development of affordable housing that is necessary for those of all income levels.

This month, the peer groups met for the second time, focusing on how an accessory dwelling unit bylaw can be used to expand a town’s affordable housing inventory.

The peer groups are one way HAC is working with municipal leaders and the general public to address the region’s housing issues. During the first Mid-Cape session held at the Cultural Center of Cape Cod, HAC Director of Community Relations Laura Reckford told attendees that the people who need affordable housing “aren’t the enemy. They are you and me. They are community members... The people who need affordable housing is all of us throughout the community.”

Cape Advocacy Training Inspires Public to Get Involved Locally

Just how bad is the housing situation on Cape Cod and the Islands? Yarmouth Selectman Mark Forest, the chair of HAC’s Board of Directors, termed it a crisis. Forest spoke during Cape Housing Advocacy Training held at Shepley Showcase in Hyannis last month.

Solving that crisis, he said, cannot be done at the federal or state level. “It really today is coming to be a local issue,” he told those in attendance. “We have to deal with this on our watch. And if we don’t, the Cape is going to continue to change in ways that are incredibly dramatic and it will be unlike the kind of Cape Cod that we have grown quite fond of.”

Since last year, HAC has worked with Community Development Partnership (CDP) in Eastham to support communities throughout the Cape in addressing their housing challenges. It started last fall with the Cape Housing Institute, aimed at municipal officials, and expanded last month to Cape Housing Advocacy Training, aimed at the general public.

With workshops so far held on the Mid-Cape, Lower Cape and Outer Cape, advocacy training has been geared to giving residents the tools, resources, support and motivation to speak up in favor of affordable housing projects in their towns. A total of 70 residents have taken part in the sessions with another 40 set to do so on the Upper Cape in Falmouth this month.

The Mid-Cape workshop began with Paula Hersey, the director of outreach and special projects at Cape Cod Community Media Center, sharing her story about struggling to find housing with her husband in the late 1980s. “We lived above a heroin dealer,” she said. “We moved six times in three years… We ate a lot of Ramen, couch surfed, and lived in unfinished basements. It has not been easy.”

Eventually, they were able to find a place, becoming one of the first homeowners in a Chapter 40B development in Marstons Mills. By telling her story, Hersey said, she hoped to “remove the stigma associated” with affordable housing.

A significant piece of advocacy training was focused on just that – getting residents to speak up at public meetings about why affordable housing is important to them.

Barnstable Town Councilor Paula Schnepp, another speaker, said doing so can make a difference. “It really is helpful that your voice is heard,” she said.

Barnstable Housing Committee member Hilda Haye, also a speaker at the training, said, “it is time for us all to get involved… This is our community that we live in and we need to do something… We all need to play our part.” It is this type of activism that Mark Forest said can make a real difference when it comes to affordable housing. “The reality is that what we do in our towns… is critical in terms of making any real progress,” he said.

Cape Housing Advocacy Training in February

Cape Cod residents will get an opportunity to learn how to speak up at public meetings about the lack of affordable housing in the region at a series of workshops coming up in February. Advocacy Training is being presented by Housing Assistance Corporation, along with the Community Development Partnership, a nonprofit based in Eastham.

The two agencies have partnered on a three-part initiative called Cape Community Housing Partnership. Part one of the partnership was the Cape Housing Institute, which took place this past fall and trained more than 100 municipal leaders and staff about affordable housing development. Advocacy Training is the second part of the partnership. The third part is a media campaign which will debut in the spring.

Advocacy Training will be free and open to Cape residents who have struggled or are struggling with the lack of affordable housing in the region. Attendees can either attend a series of three workshops, each 90 minutes long, in the Mid-Cape or Outer Cape; or they can attend a five-hour workshop offered in the Upper Cape and Lower Cape on a Saturday in February.

The sessions will include information about affordable housing on Cape Cod and why there is a shortage of affordable housing in the region. There will be an explanation of how town government works and how citizens can participate in meetings where decisions are being made about affordable housing. Attendees will learn the facts about affordable housing and how to debunk myths and negative stereotypes about affordable housing. The class will also learn public speaking tips; how to organize; and how to become advocates of affordable housing.

Planning Underway for Year Two of Housing Institute

The Cape Housing Institute will hold its second session in the fall of 2018. The Institute is open to appointed and elected municipal officials and town planning staff.

The inaugural six-week Cape Housing Institute, which took place this past October and November, trained more than 100 town officials about affordable housing. Through surveys given prior to the class, attendees stated that they hoped to learn about financing opportunities; regional efforts; the 40B process; affordable rentals; how to work with developers; and about the development process, among other topics. Lack of affordable land and lack of political will were among the barriers to creating affordable housing in their towns, attendees stated.

Cape Housing Institute Graduates Over 100 Town Officials

In the midst of the inaugural Cape Housing Institute, speaker Laura Shufelt of Massachusetts Housing Partnership said when it comes to developing affordable housing, “getting leaders, town officials, on board is a great first step.”

Over the course of six weeks this fall, HAC and Community Development Partnership (CDP) in Eastham took that first step, providing a foundation for municipal officials to better understand affordable housing and a roadmap for developing the types of housing needed on Cape Cod.

Roughly 140 appointed and elected officials from each of the 15 municipalities on Cape Cod took part in the institute aimed at tackling the region’s housing challenges. Shufelt was one of 11 presenters representing a broad range of expertise, from law to design to planning, that offered their insight and guidance to participants.

On the final night of the institute, participants broke up into small groups by town to identify where their communities were at and what needs to happen next to move affordable housing forward in a positive direction.

For HAC and CDP that next step is Advocacy Training which will begin early next year and is open to all residents who are interested in advocating for affordable housing so those of all income levels can continue to live here.

Since the middle of last month, 140 elected and appointed officials, municipal employees, and members of town boards, committees, and commissions on Cape Cod have come together to learn about ways they can begin to address the affordable housing needs in their communities. 

It’s all part of the Cape Housing Institute, a joint initiative between HAC and Community Development Partnership (CDP). During the six-week session, experts in the field of housing, zoning, design, and planning are sharing their insights to assist municipal leaders as they tackle this issue.

Editorial: Cape Housing Institute a Step Towards Progress

We kicked off the inaugural Cape Housing Institute this fall and it has been great to see so many town officials take advantage of this training. For instance, Mashpee Selectman John Cotton said he does not have all the answers. That’s why he signed up for the Cape Housing Institute because he told us he has a desire to learn more. 

John is one of roughly 140 officials who are taking part in the institute for similar reasons. They understand a shortage of affordable housing is a problem on Cape Cod, and they want to find ways to address that problem through development that meets the needs of their individual communities.

There are town managers, members of community preservation committees, chairs of local housing authorities, and more, who spend two hours each week to learn about topics such as Chapter 40B, housing production plans, and zoning, to name a few, from local and regional experts in the field of law, design, housing, and development.

Speakers have included Rick Fenuccio, president of Brown Lindquist Fenuccio & Raber Architects and Laura Shufelt, assistant director of community assistance at Massachusetts Housing Partnership.

During Rick’s talk, he focused on zoning and ways community leaders can use it as a tool to shape their affordable housing strategy. “Control your own destiny or someone else will,” he said.

Laura spoke about housing production plans, at one point highlighting the importance of both education and advocacy. “Getting leaders, town officials, on board is a great first step,” she said. “Advocates can’t do it alone. We need to have collaboration with lots of folks to get it done.”

We know that solving the Cape’s housing needs will not be immediate. And it cannot be done individually. We believe the institute is a great first step; it’s been encouraging to see that there are so many who fall in line with John Cotton’s way of thinking – that education can lead to progress.

But it does not end with education. We must take what we’ve learned during the housing institute and turn it into positive action. That will require municipal leaders, developers, planners, and the public coming together to take the next steps so we can begin to achieve the type of housing that meets the needs of our community and those who contribute to it.

At the beginning of next year, we will take another step towards progress: Advocacy Training for the general public. We hope you’ll join us.
